Police searching for runaway teen mom who allegedly kidnapped her 3-year-old son

The Westminster Police Department is asking the public to be on the lookout for a runaway teen mom who allegedly kidnapped her three-year-old son overnight Tuesday. 

Police said Fatima Guadalupe Martinez Cartagena, 17, and her son Rafael Martinez were last seen at their foster home residence at 11 p.m. Tuesday and haven’t been back seen since. 

Despite Martinez Cartagena and her son being placed in the same foster home, police said she currently does not have custody of the child. 

“If you go by the book this is considered a kidnapping,” said Cherri Spottke, an investigator for WPD. 

Martinez Cartagena does not have a cell phone, but police believe she may be communicating with friends on a computer through a social media app. 

Police said Martinez Cartagena’s actions are unusual as she’s been described as a “good mother and has not left home like this before.”

Martinez Cartagena is described as a Hispanic female who is 5-foot-1 with brown hair, brown eyes and weighs around 150 pounds. Police have no description about the clothes she may be wearing. 

Rafael is described as a Hispanic boy with brown hair and brown eyes. 

There is no indication that either party is in danger.
