Registered sex offender accused of recording multiple women without knowledge, posting on pornographic sites

A registered sex offender is in custody following a six-month investigation by the Golden Police Department that began when he was accused of recording an unknowing woman and posting it on a pornographic site. The video led to the discovery of thousands of other videos exploiting multiple women and children. 

Chun Min Chiang, 39, is being held in the Waukesha County Jail in Wisconsin on the suspicion of second-degree burglary, three counts of stalking, eight counts of invasion of privacy — sexual gratification, four counts of posting private image for harassment, sexual exploitation of a child, and computer crime — unauthorized access.

Police said the investigation into Chiang began on Sept. 28, 2020, after receiving a report from the Colorado Mountain Club that its social media account was hacked with a link to an uploaded video to a pornographic site.

Investigators determined that the woman may not have known she was being recorded in her home, and during an initial investigation identified the victim. She told police that she believed Chiang — who was a CMC employee — may have been the hacker, according to the release. 

In December, multiple law enforcement agencies executed a warrant at Chiang’s residence and seized computers, cell phones and other digital storage devices, police said. 

On the devices investigators found over 200 videos and images of suspected child pornographic and exploitation, and more than 13,000 videos that involved numerous females being recorded without their knowledge in restrooms, fitting rooms and other various locations, according to the release. 

Chiang was spotted in Waukesha County, W.I — 20 minutes west of Milwaukee — and was apprehended by the Waukesha Police Department and U.S. Marshall’s Office.

He is awaiting extradition back to Colorado and since the First Judicial District Attorney Office has been handed the case.
