Tennessee teenager missing since 2019 spotted in Colorado

A 17-year-old girl from Tennessee believed to have been kidnapped by her father was recently seen throughout Colorado, according to the Hamilton County District Attorney’s Office.

Melydia Clewell with the DA’s office in Tennessee said Daphne Westbrook was kidnapped by her father, John Oliver Westbrook, in October 2019. Daphne had been on a weekend visit with her father when she an her two dogs disappeared.

“Daphne is being held against her will, unable to communicate with the outside world,” Clewell said. “Our investigation shows she is endangered both physically and mentally.”

John Westbrook has been indicted and charged with aggravated kidnapping; however, officials have not been able to locate him or Daphne.

Officials suspect John Westbrook is holding Daphne in the western U.S. with frequent travel to Colorado.

In November, Daphne was reportedly seen in the Denver metro area. Last month, John Westbrook was believed to have spent several weeks in Pueblo.

Most recently, John Westbrook was seen a few weeks ago in Colorado Springs, though officials are unsure if Daphne was with him or being held somewhere else.

According to the DA’s office, John Westbrook is an IT expert specializing in security, blockchain technology and Bitcoin. Officials said they have been unable to trace his communications because of his expertise.

Investigators believe John Westbrook is making money by contracting with small businesses to do computer security work.

Officials also believe John Westbrook occasionally takes Daphne to ride horses so they are asking the horsing community to keep an eye out for them.

“Daphne is increasingly at serious risk of physical and emotional danger and we need your help to find her,” Clewell said.

Anyone who has seen Daphne, John Westbrook or the two dogs is asked to call the Hamilton County DA’s office at 423-209-7415 or email FindingDaphne@hcdatn.org.

The Colorado Bureau of Investigation is also participating in the investigation.
