House passes Russia energy ban bill in aim to build on Biden’s embargo
The House of Representatives on Wednesday passed in a bipartisan basis a bill to ban energy imports from Russia in retaliation for its invasion of Ukraine.
The bill passed by a vote of 414-17.
The bill comes after President Joe Biden took executive action to ban imports of Russian oil, coal, and natural gas on Tuesday. His administration initially resisted the move but took the action after it was clear that Congress would move on the issue without him after reaching a bipartisan agreement to do so.
It also goes somewhat further than the Biden actions, including by directing the United States Trade Representative to encourage other World Trade Organization members to suspend trade concessions to Russia. But it allows the president to waive the prohibition on imports if it is in the national interest.

“I think we’re all pretty good,” Pelosi said Wednesday when asked if the White House supports the bill. “We’re so pleased that the president has done that … But you know, you’re here at a legislature. This is a democratic process where people have weighed the equities, expressed their views, and the timing is what the timing is.”
“We had to move when we had an agreement,” she said.
Republicans, though, were upset that the final bill did not meet the framework that bipartisan, bicameral agreement that was made over the weekend, which also would have also included steps to remove Russia from “most favored nation” trade status and lamented “loopholes” for the energy imports ban.
“I’m disappointed that Democrats walked away from a strong bipartisan, bicameral deal that could have united us as a Congress and led to swift passage in the Senate,” Oklahoma Republican Rep. Tom Cole said on the House floor Wednesday evening. “As it currently stands, it is unclear what awaits this legislation in the Senate. I’m hopeful that my friends on the other side will reflect on this missed opportunity and work with Republicans to not only stand up against Russian aggression abroad, but also for homegrown American energy resources.”

Other Republicans directed attention at the Biden administration and the bill not doing more to encourage domestic oil and natural gas production.
Despite those gripes, the bill passed on a largely bipartisan vote in the House. It faces an uncertain future in the Senate.
