Denver City Council to consider manufactured home zoning

Just a week after the Denver City Council approved zoning for accessory dwelling units — also known as “granny flats” — another proposed zoning change could create a new manufactured home community zoning district.

During its 5:30 p.m. session Monday, the council will issue a proclamation and hold five public hearings. The proclamation recognizes Dec. 1 as World AIDS Day, underscoring the city’s efforts to increase awareness, prevention and support for those impacted by the disease.

The public hearings focus on various district-specific and citywide initiatives. Four hearings pertain to general improvement districts (GIDs) and involve approving work plans, budgets, mill levies, and maintenance charges for the 2025 fiscal year for the Denver 14th Street, Gateway Village, RiNo, and Sun Valley districts.

The final hearing addresses a proposed ordinance to create a manufactured home community zoning district and subsequently reclassify zoning for properties in several neighborhoods, including Athmar Park, College View-South Platte, Elyria Swansea and Westwood.

Public hearings

Here are the resolutions slated for public hearings. Public hearings will begin at 5:30 p.m.

24-1556: A resolution concerning the 14th Street General Improvement District to approve the 2025 work plan and 2025 budget, including the capital charges and 2025 maintenance charges, and making appropriations for the 2025 Fiscal Year.

24-1557: A resolution concerning the Gateway Village General Improvement District approving a work plan, adopting a budget and making appropriations for the budget year 2025 and approving a mill levy.

24-1558: A resolution concerning the RiNo General Improvement District approving a work plan, adopting a budget, imposing capital charges and maintenance charges, approving a mill levy, and making appropriations for the 2025 fiscal year.

24-1559: A resolution concerning the Sun Valley General Improvement District approving a work plan, adopting a budget, approving a mill levy and making appropriations for budget year 2025.

24-1369 & 24-1370: An ordinance amending the Denver Zoning Code, creating the Manufactured Home Community zoning district, and an ordinance changing the zoning classification for multiple properties in Athmar Park, College View-South Platte, Elyria Swansea and Westwood.

Monday meetings begin at 3:30 p.m. and recess between 5 and 5:30 p.m. for the general public comment session. The council meeting continues at 5:30 p.m. City Council meetings are open to the public and are held in the Cathy Reynolds City Council Chamber at 1437 Bannock St., 4th Floor.

Those who wish to speak during the public comment period must submit a speaker slip by 6:30 p.m. Monday, the day of the meeting. Anyone who wants to comment on an agenda item must submit a speaker slip before the city clerk reads the title of the item.
